After a seven-year tenure with the consulting firm, Steve Arbaugh was appointed Chief Executive Officer of FirstCare Health Plans, a health care insurance firm based in Austin, Texas. Mr. Arbaugh later relocated to Houston to assume the function of Chief Operating Officer at MethodistCare Health Plan, one other health care insurance agency.
